Charter Schools
Charter schools were created to provide opportunities for teachers, parents, students and community members to establish and maintain schools that operate independently from the existing school district structure as a method to accomplish the following:
- improve student learning;
- increase learning opportunities for all students;
- encourage the use of different and innovative teaching methods;
- create new professional opportunities for teachers;
- provide parents and students with expanded choices in the types of educational opportunities that are available within the public school system; and
- be accountable for meeting measurable academic standards.
Charter schools are exempt from many educational mandates.
Schools that operate under a charter are divided into three general categories—charter schools, regional charter schools, and cyber charter schools. Both charter schools and regional charter schools (collectively referred to as "charter schools") are independent public schools established and operated under a charter from the local school board and in which students are enrolled or attend.
A cyber charter school is an independent public school established and operated under a charter from PDE and in which the school uses technology in order to provide a significant portion of curriculum and to deliver a significant portion of instruction to its students through the internet or other electronic means without a school-established requirement that students be present at a supervised physical facility except on a very limited basis, such as for standardized test. Municipal Court of Philadelphia
The Philadelphia Municipal Court is a court of limited jurisdiction and is responsible for trying criminal offenses carrying maximum sentences of incarceration of five years or less; civil cases where the amount in controversy is $12,000 or less for Small Claims; unlimited dollar amounts in Landlord and Tenant cases; and $15,000 in real estate and school tax cases. Municipal Court has initial jurisdiction in processing every criminal arrest in Philadelphia, and conducts preliminary hearings for all felony arrests.

The Pittsburgh Municipal Court comprises a Non-Traffic Division, Traffic Division and Criminal Division. Cases arise primarily within the corporate limits of Pittsburgh but also include preliminary hearings on all homicide cases that occur within Allegheny County.

Washington County Magisterial District Judges
The minor judiciary, as Magisterial District Judges as a whole are known, is the court of initial jurisdiction in all criminal court cases through the County and State of Pennsylvania, conducting summary hearings and preliminary hearings in cases of misdemeanor and felony offenses. In Washington County, there are eleven magisterial districts strategically located throughout the County. Each district is served by an elected Magisterial District Judge who serves a six-year term.
Wayne County District Magistrates
Magisterial District Justices are authorized to preside over civil matters involving monetary disputes of up to $12,000 and criminal matters that carry possible punishments of up to one year imprisonment. Preside over traffic court and other non-traffic summary offenses, landlord tenant disputes. Conduct preliminary arraignments, set bail, and preliminary hearings. Magisterial district judges need not be attorneys but must successfully pass a course of instruction and be certified by the Pennsylvania Supreme Court. MDJ’s are elected to a term of six (6) years.
